The grant supports a NMHED adult literacy program promoting adult literacy by focusing on one-on-one and on small group tutoring for low literacy adults. Low literacy adults are those with a reading level at or below grade 6 as measured by a standardized assessment such as TABE or CASAS, or other nationally recognized assessment of adult learning.

WIOA is designed to help U.S. job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. WIOA brings together, in strategic coordination, the core programs of federal investment in skill development:
- employment and training services for adults, dislocated workers, and youth and Wagner-Peyser employment services administered by the Department of Labor (DOL) through formula grants to states;
- adult education and literacy programs administered by the Department of Education (ED) that assist adults to become literate and obtain the knowledge and skills necessary for economic self-sufficiency; and
- vocational rehabilitation state grant programs administered by ED that assist individuals with disabilities in obtaining employment.

New Mexico Higher Education Department (NMHED) – Temporary Assistance for Needy Families (TANF)
NMHED has received $2 million in TANF Block Grants for Adult Basic Education (ABE) and $1 million for Integrated Education and Training (IET). We will use these funds to invest in adult education throughout the state, and the majority will be sub-granted to AE programs to address NMHED’s funding priorities. The priorities for both funding sources include the following:

- Part-time to full-time as desired/possible
- Paid prep
- Access to professional learning (PL) opportunities with pay

This program aims to support an NMHED program that promotes adult literacy in New Mexico through direct instruction, mainly one-on-one and small-group tutoring for adults with emergent literacy. Literacy is a continuum. Literacy is also a spectrum of abilities, including the ability to identify, understand, use, and produce printed and written materials (print literacy); the ability to use digital technology to find, produce, and communicate information (digital literacy); the ability to access, interpret, use, and communicate mathematical information and ideas (numeracy); and to participate fully in one's community and society (OECD, 2023). Literacy services may also include family literacy initiatives. NMHED embraces this inclusive definition of literacy in our approach to funding and providing support and oversight for adult literacy programs.

Department of Interior - Bureau of Indian Affairs
In partnership with New Mexico State University Arrowhead Center, this program will serve Native entrepreneurs with start-up and early-stage businesses who will provide products or services to Tribal reservation communities. The AIBE Incubator will provide one-on-one matching mentorships, networking, technical assistance, and investor access.

The Big Idea Innovation Accelerator Innovation Accelerator is based at the recently opened San Juan College makerspace, The Big Idea. The Accelerator assists entrepreneurs, researchers, and inventors to move products from concept to commercialization by filling the knowledge and resource gap with expertise in taking a product to market.

San Juan College’s project will design and construct a restroom facility along the Bike Park and Trail Head on the main campus adjacent to Mesa Verde Elementary School in Farmington, New Mexico (NM).

In partnership with NMSU’s Arrowhead Center, the Building Resilience and Entrepreneurship in a Coal Community (BRECC) project is an initiative for the San Juan County region of New Mexico (NM) that will offer customized assistance to entrepreneurs and businesses to support economic development within the food business industry.

Metallica's All Within My Hands (AWMH), led by the American Association of Community Colleges (AACC)
San Juan College’s Metallica Scholar Cohort 4 Program will provide student support services to students enrolled in select programs under the School of Trades and Technology throughout the grant year. San Juan College will continue with the original scope of work and recruit 80 participants from the School of Trades and Technology. Eligible students from the School of Trades and Technology programs will benefit directly from scholarships to assist with tuition expenses.

The Strengthening Career and Technical Education for the 21st Century Act (Perkins V) was signed into law on July 31, 2018. This bipartisan measure reauthorized the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV). It continued Congress’ commitment to providing nearly $1.4 billion annually for career and technical education (CTE) programs for our nation’s youth and adults. Perkins V represents an important opportunity to expand opportunities for every student to explore, choose, and follow career and technical education programs of study and career pathways to earn credentials of value. As States and local communities embark on the development of new plans for CTE, the Department hopes that the videos, resources, links, and media found below and throughout this Website can be useful tools for States and local recipients in "rethinking CTE" and arriving at bold goals under the newly-authorized Perkins V statute.
